De ce viitorul economiei Republicii Moldova depinde de lucr\u0103torii str\u0103ini<\/strong><\/strong><\/h2>\n\n\n\n<p>\u00cen cadrul evenimentului EBA \u201eReinventarea Pie\u021bei Muncii: Integrarea Lucr\u0103torilor Str\u0103ini \u00een Moldova\u201d, am discutat deschis despre una dintre cele mai sensibile provoc\u0103ri ale economiei moldovene\u0219ti: lipsa acut\u0103 de for\u021b\u0103 de munc\u0103 stabil\u0103 \u0219i calificat\u0103 pentru \u00eentreprinderile locale.<\/p>\n\n\n\n<p>Datele oficiale sunt foarte clare: for\u021ba de munc\u0103 activ\u0103 \u00een Republica Moldova este de aproximativ 825.000 de persoane, popula\u021bia ocupat\u0103 este de 792.000, iar num\u0103rul \u0219omerilor este de doar 33.000. Concluzia imediat\u0103 este c\u0103 spa\u021biul real pentru a acoperi nevoile companiilor locale poate veni \u00een principal din atragerea lucr\u0103torilor str\u0103ini \u2013 cel pu\u021bin 15.000 de lucr\u0103tori pot fi integra\u021bi f\u0103r\u0103 a afecta pia\u021ba intern\u0103 a muncii.<\/p>\n\n\n\n<p>\u00cen acela\u0219i timp, tot mai multe companii din produc\u021bie, agricultur\u0103, construc\u021bii, logistic\u0103 \u0219i HoReCa raporteaz\u0103 acelea\u0219i probleme:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>nu g\u0103sesc oameni serio\u0219i \u0219i stabili;<\/li>\n\n\n\n<li>fluctua\u021bia de personal este uria\u0219\u0103;<\/li>\n\n\n\n<li>absenteismul \u0219i indisciplina lovesc direct \u00een produc\u021bie \u0219i \u00een termenele de livrare;<\/li>\n\n\n\n<li>presiunea de a majora salariile nu este \u00eenso\u021bit\u0103 \u0219i de cre\u0219terea productivit\u0103\u021bii.<br><\/li>\n<\/ul>\n\n\n\n<p>\u00cen aceste condi\u021bii, viitorul economiei Republicii Moldova depinde \u00een mod direct de capacitatea noastr\u0103 de a aduce, integra \u0219i gestiona corect lucr\u0103tori str\u0103ini califica\u021bi, care s\u0103 completeze echipele locale acolo unde nu mai exist\u0103 suficient personal disponibil.<br><br><\/p>\n\n\n\n<div class=\"wp-block-buttons is-layout-flex wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button\"><a class=\"wp-block-button__link wp-element-button\" href=\"https:\/\/ara.md\/ro\/despre-ara\/\">Mai mult despre ARA<\/a><\/div>\n<\/div>\n\n\n\n<h2 class=\"wp-block-heading\"><br><br><strong><strong>2. Cadrul legal favorabil: momentul perfect pentru angajarea str\u0103inilor<\/strong><\/strong><\/h2>\n\n\n\n<p>\u00cencep\u00e2nd cu 2025\u20132026, cadrul legal din Republica Moldova devine mult mai prietenos pentru angajarea de personal str\u0103in. Din prezentare reies c\u00e2teva schimb\u0103ri esen\u021biale:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>a fost aprobat cadrul legal pentru activitatea agen\u021bilor de munc\u0103 temporar\u0103 (model utilizat de ani buni \u00een UE);<br><\/li>\n\n\n\n<li>pragul minim pentru salariul lucr\u0103torilor str\u0103ini a fost redus la 8.050 MDL brut pe lun\u0103 (50% din salariul mediu prognozat pe economie), ceea ce face sustenabile proiectele de angajare \u00een mas\u0103;<br><\/li>\n\n\n\n<li>procedurile de perfectare a actelor au fost simplificate: unele servicii ale Inspectoratului General pentru Migra\u021bie au fost electronizate \u0219i num\u0103rul documentelor necesare a sc\u0103zut.<\/li>\n<\/ul>\n\n\n\n<p>Pe scurt, statul spune clar mediului de afaceri:<br><em>\u201eAve\u021bi voie \u0219i ave\u021bi instrumente s\u0103 aduce\u021bi lucr\u0103tori str\u0103ini \u00een Moldova, \u00een mod legal, simplificat \u0219i predictibil.\u201d<\/em><\/p>\n\n\n\n<p>Ce r\u0103m\u00e2ne de f\u0103cut pentru antreprenor? Cine \u00ee\u0219i organizeaz\u0103 primul fluxurile de personal c\u00e2\u0219tig\u0103.<br><br><\/li>\n\n\n\n<li><strong>Costul oportunit\u0103\u021bilor pierdute este enorm.<br><\/strong>Comenzi neacceptate, proiecte am\u00e2nate, contracte reziliate din cauza lipsei de personal \u2013 toate acestea sunt pierderi reale de bani.
