ARA și ANOFM - ședință pentru viitoarea colaborare

On October 23rd, the Association of Recruitment Agencies of Moldova (ARA) https://ara.md/ held a productive working meeting with the National Employment Agency (ANOFM) https://www.anofm.md/. The meeting focused on outlining potential areas of collaboration between the two institutions, with the goal of enhancing the recruitment process both domestically and internationally. The key topics discussed during the meeting are central to the future cooperation agreement, which aims to modernize and streamline the labor market operations in Moldova.

The meeting was attended by key leaders from both institutions, including Vasile Ceban, President of ARA, Raisa Dogaru, Director of ANOFM, Lilia Plugaru, Deputy Director of ANOFM, and Petru Maleru, ARA’s General Director, alongside their management teams.

Key Discussion Points:

1. Digitalizing the Declaration of Employment Contracts

ARA emphasized the need for a complete digitalization of the employment contract declaration process at ANOFM. This would reduce bureaucracy and allow employers to communicate more efficiently with the authorities. A unified online platform was proposed, enabling the electronic submission and management of employment contracts, which would expedite approvals and create a smoother workflow for businesses.

This initiative aligns with the broader goal of improving administrative efficiency and reducing wait times for employers, addressing the modern needs of Moldova’s evolving labor market.

2. Automating the Submission of Quarterly Reports

ARA proposed automating the process for submitting quarterly reports related to employment statistics. The use of an intuitive online platform would enable companies to submit data about hires, vacancies, and other labor statistics with ease. This digital approach would help minimize human error, streamline compliance, and allow quicker updates to company records.

By reducing the administrative burden on employers, this step would contribute to a more efficient flow of information between businesses and ANOFM.

3. Access to the National Database of Job Seekers

Another crucial topic was the possibility of shared access to the national job seekers database managed by ANOFM. This would help optimize recruitment processes, enabling a faster and more accurate matching of candidates with open positions. Discussions also touched on the benefits of leveraging technology to automate candidate selection and placement.

4. Introducing Legal Framework for Staff Leasing

ARA proposed that a legal framework be established for staff leasing, allowing companies to hire temporary or project-based personnel more easily. Such a law would offer clear guidelines for companies and recruitment agencies, ensuring protection for both employers and employees engaged in temporary work arrangements.

5. Biannual Compliance Checks for Foreign Employment Agencies

To ensure that foreign employment agencies comply with Moldovan labor regulations, ARA suggested the introduction of biannual compliance checks. These would focus on verifying that agencies operating abroad declare individual employment contracts with ANOFM. Non-compliance could result in the suspension of an agency’s license, with the possibility of permanent revocation for repeated offenses.

6. Enhancing the Legal Framework for Foreign Labor Import

ARA and ANOFM discussed the need to improve the legal framework for the employment of foreign workers in Moldova. ARA suggested that ANOFM take the lead in managing this process, ensuring that foreign workers are employed under legal and ethical conditions. This would include revising Law 105/2018 to specifically address foreign labor recruitment and implementing a mechanism for verifying the legality of individual employment contracts for foreign workers.

Additionally, a licensing procedure for agencies involved in the import of foreign labor would be established, ensuring stricter compliance with national and international labor standards.

The discussions during the meeting reflect ARA’s and ANOFM’s shared commitment to modernizing and streamlining Moldova’s labor market. These initiatives will not only make the recruitment process more efficient but also ensure that both local and foreign workers are employed under fair and transparent conditions.
