The Association of Recruitment Agencies will propose to foreign partners to sign contracts for the provision of recruitment services directly with these member agencies. Thus, the partners will not sign contracts directly with ARA, but with agencies recommended by ARA.

Who will negotiate the financial conditions with the foreign partner?

Negotiations with potential partners abroad are carried out by the management team of the Association directly. This team will be responsible for negotiating and establishing the final financial conditions. After these conditions are established, the leadership of the Association will select one or more member agencies with which the foreign partner will sign the Collaboration Agreement for personnel recruitment. What are the costs of recruitment and how is payment practiced: for each recruited candidate only once, or payment per hour, or payment per month for each employed candidate?

It’s important to mention that the payment methods for recruitment services can vary depending on the individual agreements between the Association of Recruitment Agencies from Moldova and its partners. However, generally, there are two major ways of dividing the payment for these services.

  • Advance payment for each candidate: After signing the collaboration agreement, a recruitment schedule is drawn up together with the foreign partner. After the payment schedule is drawn up, an advance payment invoice is issued, and the partner pays it. After receiving the payment, the recruitment process begins and the number of personnel according to the established selection criteria is delivered.
  • Full payment on the second day after the arrival of the candidates at the overseas employer: This method involves the full payment of recruitment services the day after the arrival of candidates at the employer abroad.
  • Hourly payment for each candidate: This method is especially applicable to partners with whom the Association has a lot of working experience. An hourly fee is charged for each candidate sent to the overseas employer. In this case, all people who leave the employer are immediately replaced with other candidates without a new fee being charged, as payment invoices are calculated based on the number of hours worked by the candidates previously sent through the Association.

In the situation where hired candidates terminate their employment contract within the first few days and leave the employer, according to the provided information, the agency with which there is a collaboration contract will replace at most 20% of the candidates sent to the workplace.

Thus, the recruitment agency assumes that a rotation higher than 20% in the first month of employment is a signal that there are problems within the employing company. In these situations, the agency may decide not to continue collaboration with the respective partner.

In conclusion, according to the agency’s policy, at most 20% of the recruited and sent candidates to the employer will be replaced free of charge in case of employment contract termination in the first two working weeks.
